Adoption Dilemma: Do we adopt 1 or 2?

We have chosen the child we want to adopt.  She is about 2 years old and blind.  When we started this process, Angie wanted two girls.  The agency has talked to us about it.  We do not really qualify due to the requirements that China sets up.  Both parents need to earn a certain amount of money per year.  Our issue is that our child is special needs and will require a parent at home to assist with her needs.  This has worked greatly for our 5 year old.  She has recently been doing a feeding therapy.  This has required a months worth of hospital visits.  If she were at a job, they would not have gone with it.  Either that or she would have had to take FMLA(Family Medical Leave Act).  This act prevents an employer from firring a person who has to take care of a sick family member.  Leave is usually without pay.

The dilemma that has come up is we still see the children that are adoptable.  The first child we saw had misformed hands and feet.  This child went to another agency.  The way China works some of the special needs children is to rotate them through the agencies so that they can find suitable families to take care of the child.  Now, another child has popped up.  She is an 11 year old.  She had been at here orphanage since she was a baby.  I would like to try for her.  Angie is worried about China.  She worries that they will not allow us to adopt either child.  I just want to ask and put it out there.  If they can not find a family and we would like to take her in. . .I do not see the problem.  We'll just have to wait and see.
